 SINGAPORE STANDARD TRAFFIC MANAGEMENT PLAN FOR FORKLIFT OPERATIONS

Approved in accordance with the Workplace Safety and Health Act (WSHA) and Ministry of Manpower (MOM) Guidelines


1. Purpose

To ensure safe forklift operations, prevent accidents, and comply with Singapore’s Workplace Safety and Health (WSH) regulations by establishing clear traffic management protocols.


2. Scope

This plan applies to all workplaces in Singapore where forklifts operate, including:

  • Warehouses
  • Construction sites
  • Manufacturing plants
  • Logistics hubs

3. Responsibilities

3.1 Management

  • Provide adequate training, resources, and safety equipment.
  • Ensure compliance with MOM’s Code of Practice for WSH in the Use of Industrial Lift Trucks.
  • Regularly review and update safety policies based on incident reports.

3.2 Supervisors

  • Enforce traffic management rules and monitor operations.
  • Conduct risk assessments and ensure hazard control measures are in place.
  • Investigate and report all forklift-related incidents.

3.3 Forklift Operators

  • Hold a valid MOM-recognized certification for forklift operations.
  • Conduct pre-use inspections and report defects immediately.
  • Adhere to speed limits, avoid pedestrian zones, and follow all traffic rules.

3.4 Pedestrians

  • Stay in designated walkways and avoid forklift operating zones.
  • Follow safety signage and heed instructions from authorized personnel.

4. Risk Assessment & Control Measures

4.1 Identified Hazards

  • Forklift collisions with pedestrians, vehicles, or structures.
  • Tip-overs due to overloading or uneven surfaces.
  • Falling loads causing injury.
  • Blind spots leading to accidents.

4.2 Control Measures

4.2.1 Engineering Controls

  • Separate pedestrian and forklift pathways using barriers and floor markings.
  • Install convex mirrors at blind spots and intersections.

4.2.2 Administrative Controls

  • Implement one-way traffic systems to reduce congestion.
  • Clearly mark forklift zones and install safety signage (e.g., “Forklift in Operation,” “Speed Limit: 10 km/h”).
  • Establish right-of-way rules: forklifts must yield to pedestrians.

4.2.3 Personal Protective Equipment (PPE)

  • Operators and pedestrians must wear high-visibility vests and safety shoes within forklift operating areas.

5. Traffic Management Rules

5.1 Speed Limits

  • Maximum 10 km/h in general forklift zones.
  • Reduce to 5 km/h near corners, pedestrian zones, or congested areas.

5.2 Right-of-Way Rules

  • Pedestrians always have the right of way.
  • Forklifts must come to a full stop if pedestrians are present.

5.3 Loading & Unloading

  • Secure loads properly before transport.
  • Use spotters in blind areas and ensure proper load distribution.

5.4 Parking Procedures

  • Park forklifts only in designated areas.
  • Lower forks, engage brakes, and turn off the engine when not in use.

6. Emergency Procedures

6.1 Accident & Incident Response

  • Immediately isolate the affected area.
  • Provide first aid if injuries occur.
  • Report incidents to MOM within 24 hours (if serious, per WSH Incident Reporting guidelines).

6.2 Equipment Failure & Spills

  • Tag and remove faulty forklifts from service.
  • Mark hazard zones and clean spills immediately to prevent slip hazards.

7. Training & Competency Requirements

  • Only MOM-certified operators are allowed to operate forklifts.
  • Annual refresher training on:
    • Safe forklift maneuvering
    • Load management and stability
    • Emergency response procedures
  • Quarterly pedestrian awareness programs to reinforce safety around forklifts.

8. Monitoring & Review

  • Weekly inspections of traffic pathways, safety signage, and forklift maintenance records.
  • Biannual safety audits to assess compliance and improve traffic management.
  • Incident-driven reviews: the plan is updated after any forklift-related accident or significant site change.
